The passport denial threshold changed from $5,000.00 to $2,500.00 effective October 1, 2006. If you owe more than $2,500.00 in past due child support, the U.S. Secretary of State will refuse to issue a passport to you and may revoke, restrict or limit a passport previously issued.

As of January 23, 2007 a passport is required for all air travel and most commercial sea travel, to and from the United States, Canada, Mexico and Bermuda. A travel accommodation was announced on June 8, 2007.  It allows those who have applied for, but not received passports, to re-enter the United States by air.  New Travel Document Requirements
